Our assessment of your application
We have completed a first assessment of your application and have identified concerns which may adversely affect the outcome of this application.

Assessment under Work to Residence, Long Term Skill Shortage List Occupation

We note that you submitted this work visa application under immigration instructions Work to Residence - WR3 Long Term Skill Shortage List work instructions.

Immigration instructions WR3.1 specify to be granted a visa under the Long Term Skill Shortage List Work Instructions applicants must: hold an offer of employment in an occupation that is included on the Long Term Skill Shortage List (LTSSL) at the time that their application is made and that meets the specifications for that occupation; and be suitably qualified by training and/or experience to undertake the offer of employment (including any specific requirements set out on the LTSSL).
We have noted your chosen occupation of SENIOR DEVELOPER ANZSCO code 261312 is listed on the Immigration New Zealand Long Term Skill Shortage List (LTSSL) under the Occupation Group of ICT, Electronics and Telecommunication Group

The LTSSL specifications (qualification and experiences) for the role of DEVELOPER PROGRAMMER ANZSCO code 261312 are listed below;

One of the following qualifications:
1. Bachelor of Engineering with Honours (Computer Engineering) or (Computer Systems) or (Electronic Engineering) or (Electrical and Electronic) or (Electrical and Electronic Engineering ) or (Electronics and Computer Engineering) or (Electronic and Computer Systems Engineering) or (Network Engineering) or (Software)or (Software Engineering) (NZQF Level 8)

(длинный список квалификаций)
AND

a minimum of three years’ relevant Post-qualification work experience.

Please note Qualifications must be comparable to the standard of the New Zealand qualification listed and any specification required in the Long Term Skill Shortage.

You have provided a Diploma in Computer Science; mathematician system programmer specialized in applied mathematics and informatics from Perm State University, Russian Federation. You have also provided a reference letter from the employer, stating that you were employed from October 2005 to April 2014 as Specialist, 1[SUP]st[/SUP] class, Lead Specialist, Senior Specialist and Expert. (я так понял, они ждут слово Developer в списке должностей. Там его нет, но зато часто встречается в описании рода занятий чуть выше этого списка)

Further we noted that you have not provided a New Zealand Qualification Authority Assessment of your qualification because your qualification does not appear to be in the Exempt List (Appendices 3- attached below) (имхо, Perm State University, выпуск 2005 фигурирует в http://www.immigration.govt.nz/opsmanual/41487.htm в чем тогда вопрос)

As noted above, the requirements for the grant of a visa under the Work To Residence, Long Term Skill Shortage List are very specific. In particular your qualification must meet exactly the qualification listed in the LTSSL and in this case the qualification is not listed in the qualification requirements.

Based on the above, it appears you application does not meet instructions WR3.1 for the grant of a visa under the Work to Residence, Long Term Skill Shortage List.
