Я являюсь обладателем silver fern job search визы. Билеты уже куплены и так далее.
Решили сделать жене студенческую визу для обучения на курсах английского (4 месяца, general English). До этого нигде английскому не обучалась, только школа. Однако, есть 2 публикации на английском языке на научные темы в университете.
Отправили доки в ттс, приложили анкету, фотографии, кавер леттер (честно указали, что я получил silver fern, что хотели бы остаться, если нам понравится, но вот жене надо подтянуть английский), естественно всякие справки с полиции и наличие денег на счету.
Дня через 4 Марк Санделл написал, что у нас отказ.
Текст отказа привожу здесь. Сергей, подскажите, есть ли смысл подавать заново?
сразу скажу, что мы не упоминали и не прикрепляли публикации в научных журналах, также мы сказали, но не приложили документы на квартиру жены, и сканы шенген визы также не приложили, но написали в каких странах мы были. То есть есть ли шанс получить все-таки одобрение, если мы приложим эти журналы, отправим старый паспорт с шенген визой, переведен доки на квартиру?

Thank you for your application for a student visa. We received your application on 16 October 2012.
Our assessment of your application
We have declined your application for a student visa because you do not meet the requirements set out in student visa immigration instructions.
At the time of the decision we find that you do not meet Immigration New Zealand instructions on bona fide applicants for temporary entry. As part of these instructions you must provide sufficient evidence to satisfy us that you genuinely intend a temporary stay in New Zealand for a lawful purpose (immigration instructions E5.1 and E5.5). I have attached a full copy of these instructions to the end of this letter for you.
We find that you are currently unable to meet these immigration instructions as an applicant for a student visa as you have failed to provide sufficient evidence to adequately demonstrate your genuine intentions as a student.
When making this assessment we have taken into consideration the fact that you have provided no evidence of previous English language study in the Russian Federation or in any other destination. By your own admission, your application for a visa to study English in New Zealand was made shortly after your husband was granted a Silver Fern Job Search Visa to New Zealand. Given the fact that you have provided no evidence of prior English language study and have now applied for a four month course in New Zealand shortly after your husband was granted a visa to travel there, your motives in applying for a student visa at this time must be called into question.
You have indicated with your application an intention to settle in New Zealand. While a desire to immigrate to New Zealand is not in itself cause for the decline of a student visa, you have not provided sufficient evidence with your application to satisfy us that your primary intention in this case is to study English, and we have serious concerns that the primary purpose of your application is to join your husband in New Zealand.
Careful consideration has been given to your background and individual circumstances and motives for applying to study in New Zealand. Your desire to commence English language studies in New Zealand does not appear to accord with the evidence you have provided with your application.
When making this decision we have also taken into consideration the limited evidence of your prior overseas travel that you have provided with your application, and the fact that as your husband will be in New Zealand as the holder of a Silver Fern visa, you have demonstrated limited employment and/or other personal commitments to return to Russian at the completion of any temporary stay in New Zealand.
We have considered whether the granting of a limited visa would mitigate our concerns but we do not think that it would. Nor would a Limited Visa be appropriate for such a lengthy stay in New Zeanad. We have also considered whether there are any special circumstances that would warrant an exception to immigration instructions, but we can find no reason to grant a visa as an exception.
Who may be granted a student visa?
Under immigration instructions, applicants wanting to study in New Zealand may be with granted a student visa if they can provide evidence that they:
? are genuine students
? have been accepted into an approved course of study
? have paid the course fees required for the duration of the visa
? have funds of NZ$15,000 a year for a course of 36 weeks or more, or NZ$1,250 a month for a course of less than 36 weeks.
Applicants must also meet course requirements and health and character requirements.

A bona fide applicant for temporary entry is a person who:
a. genuinely intends a temporary stay in New Zealand for a lawful purpose; and
b. in the opinion of an immigration officer is not likely:

ii. to breach the conditions of any visa granted; or
iii. to be unable to leave or be deported from New Zealand (see E5.10).

a. b. Applicants lodging an application for temporary entry and entry permission must show that they genuinely intend a temporary stay in New Zealand for a lawful purpose.
E5.5.1 Evidence of genuine intent and lawful purpose
Evidence of genuine intent and lawful purpose submitted by the applicant may include but is not limited to the following:
a. any information or submissions showing that the applicant has a legitimate need to spend time in New Zealand for a specific period; and
b. any documents or submissions showing that the applicant meets the requirements of the immigration instructions relevant to the type of temporary entry class visa or entry permission applied for.
