> I have checked other country rules to import cats to NZ and found out that much acceptable for my situation is to import cats from Russia to Malaysia, residence there for 6 month, comply all requirements and then go directly to NZ. Will it work?
This will work but you will need to take into account the requirements of an animal going to Malaysia and these are listed in the following standard reply as below.
There is a list of other countries in clause 8.3 of the import health standard that can come in under this import health standard standard reply as well

Hi, You will need to follow our import health standard for dogs and cats from specified countries including Malaysia
An import health standard is an agreement between countries that sets out our biosecurity requirements we need to allow importation.
Importing Dogs and cats from Specified Countries and Territories (canine rabies absent or well controlled) | MAF Biosecurity New Zealand.
It is a little technical but your vet should be able to help you work out all that is required.
Key information:
* One of the key requirements is a rabies blood test at least 6 months before entry into New Zealand. You need to import your pet between 6 and 12 months from the date of this test.
* Before the blood test you need to ensure your pet is micro-chipped and they have an up to date rabies vaccination.
* There are some forms at the back of the standard that you need to print out (and get your vet to fill in) to accompany your pet to New Zealand. A permit must also travel with your pet – more information is available below.
* Your dog will require 30 days quarantine when it arrives in New Zealand. Information on the quarantine facilities is at the back of the permit application form attached.
Application form:
The application form is required to issue you with a permit.
You need to send in the permit application to us with the required forms (rabies vaccination record, laboratory results for the first rabies blood test and booking confirmation letter from a quarantine facility).
We recommend sending the permit application 6 weeks prior to departure.
We do not require the originals of any documents to issue the permit.
The application form also requires both the signature of your registered vet and an official government stamp and vet (this is the MAF equivalent in Malaysia). If you get this signed (on page 3) when you send in your application, we can process your application much faster.
So the key things you need to do now:
Get your pet microchipped if not already.
Get a current rabies vaccination if not already.
Get the rabies blood test.
Contact a New Zealand quarantine facility to obtain a booking confirmation letter (you need to send this letter with the permit application)
30 days prior to departure:
Start the rest of the tests. We recommend taking the import health standard to your vet to ensure they are all completed.
